The construction of the Semarang-Batang Toll Road, located near SDN 3 Sumberejo, has had a significant impact on community social activities, particularly in the context of primary education. This study aims to analyze the causes of declining student interest in attending school following the toll road construction using William F. Ogburn's Cultural Lag theory. The study was conducted using qualitative methods through interviews, observation, and documentation. The results show that the toll road construction has led to changes in accessibility, increased parental concerns about children's safety, disruptions to learning comfort due to noise, and a gradual decrease in the number of students. Furthermore, supporting infrastructure such as bridges has not been able to meet the community's mobility needs, thus reinforcing negative perceptions of the school. The decline in student numbers has also resulted in reduced BOS funds, thus hampering the implementation of extracurricular activities. Nevertheless, the school has made various efforts to maintain student numbers, including improving learning services, providing literacy assistance, and maintaining achievement in non-academic activities. This study confirms that the accelerated development of material culture without social readiness leads to cultural lag, which has a direct impact on the world of education.
